Keywords, Audiences and Remarketing: Three Different Targeting Questions
October 18, 2026AI-generated conceptual illustration; no real advertising account or campaign result is shown.
“Change the campaign” can mean changing its spending framework, rewriting one message or choosing a different campaign type. Those actions have different scopes. Campaign and ad group name organizational objects; Performance Max names a campaign type. Understanding that distinction helps describe a proposed change before anyone touches an advertising account.
A campaign sets the shared context
In Google Ads, a campaign organizes advertising under shared settings. Google’s campaign definition identifies budget, location and other campaign settings. In a Search campaign, groups of ads sit inside that broader context. The internal model and available controls still depend on the campaign type; the familiar Search hierarchy is not a template for every type.
Imagine a fictional service advertiser offering workflow assessments and team workshops. Its proposed brief identifies the markets it can serve, what counts as a qualified enquiry and which messages belong to each service. No account has been inspected or restructured. The example is a way to assign questions to the appropriate scope, not a recommendation to create campaigns or spend money.
An ad group organizes related advertising
An ad group contains one or more ads with similar targeting. Google’s definition describes organizing ads around a common theme. It is not the same as an individual ad, and identifying a message theme does not automatically establish a separate campaign-level budget.
For the fictional Search outline, assessment messages and workshop messages occupy separate ad groups within one proposed campaign. The assessment wording should lead to information about assessments; the workshop wording should describe workshops. This shows the intended separation of messages without establishing that the structure is suitable for a real advertiser’s goals or available data.
If the team then asks for independently controlled spending in two markets, that is a different requirement from keeping the two service messages distinct. The brief should name the requirement before proposing an object. Renaming an ad group would not answer the underlying question about which campaign settings govern its advertising.
Performance Max changes the campaign model
Performance Max is Google’s goal-based campaign type with access to eligible inventory across channels such as Search, YouTube and Display. Google’s Performance Max overview describes supplied goals, assets and settings working with automation. Cross-channel access does not promise delivery on every channel or a better result for a particular advertiser.
Within Performance Max, an asset group collects creative materials around a theme. Google’s asset-group explanation describes combining assets from the same group to assemble ads. An asset group is therefore not simply a renamed Search ad group with an interchangeable keyword list. Its creative combinations and the applicable campaign controls need to be understood in their own context.
For the fictional assessment theme, suppose a proposed asset group contains a headline about an assessment, an image illustrating assessment work and a destination explaining that service. Mixing in workshop-only wording could create a message the destination does not support. The team would review the possible combinations, not merely inspect each piece in isolation.
| Question in the fictional brief | Scope to examine before proposing a change |
|---|---|
| Do markets need separate spending control? | Campaign settings and which advertising they govern |
| Do assessment and workshop messages differ? | Their themed Search ad groups and actual ads |
| Can the creative pieces work together? | The proposed Performance Max asset group and destination |
| Does a familiar audience option apply? | Current documentation for the actual campaign type |
Check the available controls before transferring assumptions
Google’s audience-segment guide lists different segment availability for different campaign types. A familiar audience label does not establish identical options or behavior in another type. Likewise, the presence of a creative theme does not prove that all Search controls have direct counterparts inside a Performance Max asset group.
Google’s Performance Max overview documents campaign controls, including settings affecting generated text and landing-page selection. Avoid the opposite shortcut of assuming that automation means there are no controls. The real question is which current setting governs the behavior and what scope it affects, not whether a control existed in an older campaign template.
Our fictional outline has not established eligibility, asset readiness or valid measurement. Before becoming an actionable proposal, it would need the actual campaign type’s applicable prerequisites, permitted service claims, usable destinations and compatible creative specifications. The conversion definition also needs to distinguish a qualified enquiry from an unreviewed form submission. Those are open design questions here, not completed checks.
Describe the decision and its affected scope
For a proposed change, the fictional team would record the objective, the campaign type, the exact object and field, the intended difference and the evidence needed afterward. A campaign-wide change should not be described as a rewrite of one ad. A creative replacement should not be presented as proof that conversion measurement is correct.
From a Valuable Action to a Measured Conversion explains why the recorded signal must match the business outcome being discussed. Organizing messages into campaigns, ad groups or asset groups does not supply that match by itself. In our fictional brief, naming the intended enquiry makes the later structural questions more precise.
The answer to “where does the decision belong?” starts with what must change and what must remain shared. Then identify the actual campaign type and its documented controls. The fictional example produces a clearer decision brief; it supplies no account restructure, delivery forecast or performance result. A useful organizational label identifies scope without pretending to settle every question inside it.
